Sarah Boyd to oversee bus/tram integration

Lothian has announced the appointment of Sarah Boyd as its Chief Executive to oversee the further integration of Lothian Buses and Edinburgh Trams.

This follows the decision of City of Edinburgh Council, Lothian’s Majority Shareholder, in 2020 to review the governance structure of its Transport Arms’ Length Organisations (ALEOs) to achieve a more integrated approach to the delivery of public transport in and across Edinburgh and the Lothians.

Sarah, who has led Lothian Buses as Managing Director since 2022, brings extensive leadership experience in the transport sector. With a proven track record for delivery in people management, operations and finance, she is set to guide the organisations into the next phase of their development – driving strategic growth, fostering innovation and ensuring the combined strengths of both award-winning companies are fully realised for customers, colleagues and stakeholders alike.

The new arrangements will be underpinned by an Integration Agreement between both companies in a significant step towards enhanced operational integration and improved customer experience.  Delivery of the agreement is expected to give broader market reach and build a stronger foundation on which to deliver innovative and sustainable solutions in public transport. Customers and partners can expect a seamless transition as both organisations align their operations and continue to prioritise service excellence.

As part of the reform of the wider governance structure Lothian’s current Chair, Susan Deacon and non-executive directors will be appointed to the Board of Edinburgh Trams.

These new arrangements will see the two companies work more closely together to create a unified approach to the delivery of enhanced value to customers, partners and stakeholders across Edinburgh and the Lothians.

To provide continuity and support during the early part of the transition phase Lea Harrison, Managing Director, Edinburgh Trams will continue in his role until the end of January 2026.

“By working together, we will harness the collective strengths of both organisations to drive further innovation” – Sarah Boyd, Chief Executive

Sarah Boyd, Chief Executive, said: “I am delighted to take on this role at such a pivotal moment for the transport sector.

“By working together, we will harness the collective strengths of both organisations to drive further innovation, deliver exceptional customer service and deliver new opportunities for bus and tram.”

Susan Deacon, Lothian Chair, said: “These reforms mark a significant new chapter for the city’s transport network.

“With Sarah at the helm, we are confident in our ability to drive further improvements in the delivery of high quality, accessible and affordable public transport to the people of Edinburgh and the Lothians.”

“I’d like to congratulate Sarah Boyd and Susan Deacon on their well-deserved appointments” – Stephen Jenkinson, Transport Convenor, City of Edinburgh Council

Stephen Jenkinson, Transport Convenor, City of Edinburgh Council, said: “We want our public transport system to be the best it can be – and this long-awaited step of bringing our two main operators even closer together can only be a good thing for Edinburgh’s travelling public.

“I’d like to congratulate Sarah Boyd and Susan Deacon on their well-deserved appointments. They’ve done an excellent job in leading Lothian over the last few years, and I have no doubt their experience, insight and knowledge will help them to steer our award-winning transport companies through this next vital phase of integration.

“My thanks also go to Lea Harrison, the outgoing Managing Director of Edinburgh Trams, along with the other tram board members for their service over the years. I’m also grateful that Lea will remain until early next year to assist with the transition process and ensure continuity.

“This shift in the way we work together is ultimately to make sure our operators are best equipped to serve our residents and visitors, whilst facing up to the future transport challenges of our city.”
