Changes to the LEZ in London

The Mayor of London confirmed his plans to strengthen the standards of the existing London-wide Low Emission Zone (LEZ) from 26 October 2020, affecting coaches as well as heavy goods vehicles and buses. In addition, he will expand the Ultra Low Emission Zone (ULEZ) to the North and South Circular boundary for cars, vans and motorcycles from 25 October 2021. This proposal was consulted on between 30 November 2017 and 28 February 2018 and to which the LTCOA put in a robust response.

The consultation showed support for the Mayor’s proposals, with 54% supporting or strongly supporting the expansion of the ULEZ boundary from central London and 74% backing the new London-wide emissions standards for heavy vehicles.

There are a few changes to what was originally proposed in the consultation, but none specifically for coaches. One of the amendments however does relate to minibuses operated under a section 19 and section 22 permit, which have a sunset period from 25 October 2021 until 29 October 2023. We will need to understand why this exception has been made for s19 and S22 and NOT for vehicles operated under an Operator’s Licence.
