Consultation on Welsh school transport guidance launched

Welsh Transport Minister, Edwina Hart, has launched a consultation on guidance for school transport provision and the code for behaviour on learner travel in Wales. The proposed changes to the Learner Travel Operational Guidance aim to clarify responsibilities of local authorities and parents in providing transport for pupils to and from education establishments. The proposals in the consultation are not intended to change the requirements currently set out in legislation but instead make them clearer and easier to understand. The consultation looks at improving the guidance, sanctions and awareness of the All Wales Travel Behaviour Code. The guide was introduced in 2010 and according to the Welsh government, initial feedback has shown it is valued by local authorities. The Children’s Commissioner will provide support for engaging with children and young people in the consultation process.

Edwina Hart said, ‘I want to ensure that young people, parents, local authorities and those who provide learner travel are clear about their rights and responsibilities and that there is greater consistency throughout Wales in how this guidance is applied. I also want to take this opportunity to see if the travel code for behaviour is working properly. I would encourage anyone with an interest in learner travel to take part in this consultation.’
